Topanga Canyon Blvd. (State Route 27) Emergency Fire Repairs

This Caltrans emergency project involves repairs and preventive measures on Topanga Canyon Boulevard (State Route 27) following a June 29, 2017, wildfire. The incident burned more than 50 acres in steep terrain and prompted the temporary closure of the highway north of Pacific Coast Highway (State Route 1) in Los Angeles County.
Earlier, the same area of State Route 27 was damaged by severe winter storms in January 2017. The storm damage forced the closure of the highway for more than a week due to rock slides and other debris, unstable slopes alongside the roadway and other damage. Working quickly, Caltrans stabilized the slopes, removed large boulders and other material, repaired the roadway, cleaned and fixed the drainage system, replaced guard rails and completed other repairs. After the June wildfire, Caltrans examined the area and determined that additional steps are needed to repair fire damage to the slopes and restrict large debris during future rain events. This work is intended to prevent future closure or disruption of State Route 27 and maintain full access for residents, emergency services and commercial traffic.
In response to the June 2017 wildfire in Topanga Canyon, Caltrans will repair burned slopes to limit the potential threat of more slides during the next rainy season, which could result in additional road closures. This project involves the following steps:
- Placing temporary concrete barriers (“k-rail”) equipped with temporary rock-fall fence to prevent any material from falling into the travel lanes of State Route 27.
- Building a debris-flow barrier to restrict large slope material coming down in future storms.
- Placing fiber rolls and hydroseed to stabilize the burned slopes within Caltrans right of way.
- Installing rock-fall protection cable mesh near post mile 1.0 at the burn site.
A minimum of two full weekends are needed to complete the work.
The proposed schedule, subject to change, is as follows:
1st Weekend Full Roadway Closure (Daytime) to begin fire damage repair operations:
FULL ROADWAY CLOSURE ON SATURDAY, SEPT. 23, 2017 from 6:00 a.m. to 6:00 p.m., and
FULL ROADWAY CLOSURE ON SUNDAY, SEPT. 24, 2017 from 6:00 a.m. to 6:00 p.m.
2nd Weekend Full Roadway Closure (Night Time) to continue and complete operations:
FULL ROADWAY CLOSURE ON SATURDAY, SEPT. 30, 2017 from 9:00 p.m. to 5:00 a.m., and
FULL ROADWAY CLOSURE ON SUNDAY, OCT. 1, 2017 from 9:00 p.m. to 5:00 a.m.
The Topanga Town Area Will Remain Open.
While the work is underway, a 4-mile section of Topanga Canyon Blvd. (State Route 27) will be closed, from Pacific Coast Highway to near Grand View Drive, approximately.
